Let managers manage their own team. Doesn't matter if they're stupid or lack experience. The only way they get better is by making mistakes. If it's really bad, don't invite him back next year.

If you want to make an offer, make it and let him do whatever he decides. Let everyone know that they all have the option of trying to trade with him as well.

In one of my leagues, we had a way to deal with new owners or new people who had to deal with teams that were picked clean due to stupidness.

It is similar to an expansion draft - you allow the new manager to have a pick of some of the players on other teams. Those teams also have the ability to keep some players safe, but not all.

Play around with it and you'll find a way to make it fair.
